Instead of getting a ready made solution it is better if you learn to do it yourself. Otherwise you will never learn.

Visit each existing rule and modify them in such a way that your new valid combinations do not fall into any of the ranges.

For example for combination 1 I would modify the first EXCLUDE as follows:

Modify this:
EXCLUDE 200.000.000.70100.000 200.999.809.75421.999
To:
EXCLUDE 200.000.000.70100.000 200.700.139.72909.000
EXCLUDE 200.702.141.72911.000 200.999.809.75421.999
