My AP videos are based on 12.0.6. Looks like you are using a later release. It may be that newer releases has Purchasing marked as installed by default. Inventory organization is required in Financial options if purchasing is marked as installed.

Please follow the steps given in the attached file and proceed further. This is a dummy organization. If you wish to create a proper inventory organization then you can follow my Purchasing videos.
