Try this solution and see if this works:

1. Open Define Key Flexfield Segments
2. Query back the accounting flexfield
3. Unfreeze the flexfield.
4. Click on Segments. (Do this for all segments one by one)
5. For each segment, use the LOV to pick the value set defined. (redo it. If the value set is already there, pick it again using list of values).
6. Freeze the accounting flexfield, and compile it.
7. See if flexfield compiles correctly
