When you started your concurrent manager using the command adcmctl.sh, did it finish with status 0? What was the status? If the status was not zero then we need to look into the concurrent manager log files for the underline problem.
Check Concurrent Manager log $SID_[MMDD] where MMDD is Concurrent Manager start Month & Date.
$APPLCSF/$APPLLOG/$SID_[MMDD].mgr

About your question 2: The script is not stopping or starting a manager. The script is simply disabling the managers so that they are not automatically started going forward.
