Go to whatismyipaddress.com from your home computer and find out your EXTERNAL IP.

Then visit the url http://EXTERNAL_IP:8000 from your workplace.

Make sure port 8000 is open from your workplace. Usually it is blocked. In that case you have to modify the port of your Oracle Applications from 8000, 8000 to 80, 81 respectively.
