Is it the responsibility of the Functional consultant to know HOW to create Payment formats using XML Publisher or is that the job of a Technical consultant ?

I think it is more a Technical consultants job, as there is some SQL that needs to be learned. Functional consultants need VERY little SQL knowledge. Some is good.

Creating new formats using XML Publisher does not require any programming (SQL or PL/SQL). You simply use Microsoft Word to modify the format. This task is easily handled by functional consultants.

If I am modifying an existing XML Payment format, then I don't need SQL.

If I want to create my own AP report, then I DO NEED sql.

Is this correct ?

The reason you don't need SQL/PLSQL is because you're modifying an existing XML Template.

However, if you wanted to create a NEW report, then would you not need some sql ?

Yes you need to know programming in order to create a new report unless you are creating a report using FSG Tool.

You need Oracle BI Publisher Desktop (formerly called XML Publisher desktop).

BI Publisher provides client side tools to aid in the building and testing of layout templates. This consists of a plugin to MS Word for the building of RTF templates and the Template Viewer, this helps you to test and debug all BI Publisher template types. The client side tools can be downloaded from the edelivery web site or via metalink.
