Is it required to set up PO Rate Variance Gain and Loss accounts as part of a mandatory setup steps of Oracle Payables, whether Oracle Purchasing is implemented or not?

Best way to find out answers to such questions is by looking at documentations. Also look at the field, if it is mandatory or not. A consultant should be able to find out answers quickly to such questions.
No, these fields are not required if PO is not used.
