Journal Wizard issue - webadi file does not open 11 Years ago

I launched Journal Wizard and opened the webadi.xls file. Everything works till this point but I just cannot open the file. It sits in download forever with the message 'Your document is being created.
Do not close this window until processing completes'. Please see the attached screenshot. I am trying to open it in excel 2007. I have it set under profile options too.
