Here is a very brief concept for the two:

Sometimes a user needs goods or services that are not available in the catalog.
Smart Forms in iProcurement lets you easily gather and organize these non-catalog purchases.

Punchout enables buyers to click a link that goes to a supplier’s catalog. That way the user can search for
items on the supplier’s site. When done, he can return those items directly to the buyer’s shopping cart. Punchout is simply a technical name for the protocol to handle the communication between local portal and the suppliers website.
