Looks like currently your HR responsibility is pointing to Setup Business Group.
The HR: Security Profile option should be pointing to your newly created business group for the responsibility to see it.
Or you can set HR: Cross Business Group to Yes so that your HR Responsibility could view data belonging to all business groups.
