Cash Requirements Report - issue

My scheduled payment is not showing up on my Cash requirements report.

Please see the attached FILE for details.

I know WHY, but I would like some explaination. I don't fully understand the WHY .

In summary :
When running the Cash Requirements Report -->

There are 3 key dates to consider when running this report :
FROM_DATE
DUE_DATE
TO_DATE

This condition MUST be true for the entry to be on the report.

FROM_DATE < DUE_DATE <= TO_DATE

If the DUE_DATE = FROM DATE
then the scheduled payment is NOT in the Cash Req report.

WHY ?
