One last thing...

When I created by OU, I attached the Setup Business Group.
The Setup Business Group, uses the Legislative Code "US"
and the Currency "USD"
Is this causing my problem, because by HOE Primary Ledger is using
the Functional currency CAD and the Territory for my LE is Canada ?

Issue has been resolved AGAIN :)

Solution that works for R12.1.1

1)Create a LE
2)Create a OU
3)Assign the OU to the Responsibility Level Profile Option "MO: Operating Unit"
4)Submit the concurrent program called : "Program - Generate Ledger Flexfield" from within your GL resp.
5)Leave your GL resp
6)Access your GL resp

MassAllocation works
Generate Recurring Template works.
