Here are answers in the context of GL:
1) Flexfield qualifiers qualifies the segment as Natural Account, Balancing, Intercompany, Cost Center, Management etc.
One segment must be qualified as natural account and one as balancing for the system to work.
You must set these qualifiers when you are creating the chart of account structure (key flexfield).
2) Segment value qualifiers qualifies segment values as Asset, Liability, Ownership, Revenue and Expense. Besides specifying account types you also specify other attributes like if posting is allowed or if budgeting is allowed etc. All this is done using Segment values qualifiers screen. Note that Account Type qualification is only applicable to Natural Account segment. I have explained this in detail in my videos.
3) Since it is not possible to change the chart of account structure once it is created; usually companies create some extra segments for future use. They call it FUTURE1, FUTURE2 etc. Once its time to use them simply the segment is renamed to something meaningful e.g. Cash Flow or Sub Account etc. (Some techies would say chart of account structure could be changed afterwards as well but keep in mind this action is not supported by Oracle).
