Ok, good. So we know that your network type is fine.
Verify if you are able to see the login page from Linux and then see what you get when you enter this url in window:
http:/192.168.15.110:8000
Do you know get "Internet Explorer cannot display the webpage"? or some other error. (Please upload the screen shot if you see something else).
If you get the first error then that means that the problem is somewhere in the networking. I would change my IP on Linux to something else just to make sure there no IP conflict. For example: 192.168.15.990 Windows hosts file needs to be updated as well.
I would also verify the router settings to make sure router is not blocking one machine to be visible by the other.
