You mentioned that you upload the newly created RTF file by clicking on the Update icon in the Translatable Template section.
My question is why that section ?
Why not the Localized Template section.

What is the difference between the Localized Template Section and the Translatable Template Section ?

There are two options for adding translations to templates:

Localizations:
Create a separate template for each language.
- Each language could have a separate layout.

Translations:
Create one template and translate template elements into separate languages.
- The layout will remain the same in each language.

The translation section will be available for those templates that are marked translatables.
I added the file into into translation section as this is the translatable template and this is the file that will be picked up by the system.
