Same Issue with me. I have followed step by step the instructions and have got the same error message. Periods are open in GL and in Payables Accounting. I have run the Create Account concurrent program and it does not specify something that may clarify what´s wrong.
I guess that If I had followed up the tutorials I should get it running as the video shows.
