Enabling Security Rules 13 Years, 6 Months ago  
I really do not understand the steps of Enabling Security on Segment,
i.e
1. Unfreezing COA
2. Save Work
Is that It?

No that is not it. You need to enable the secruity as well and re-freeze the COA.
