I am using a PROD installation, is this necessary to define legal entity and operating unit before generating Mass Allocation and Recurring Journals, because its giving me the error.

Yes it is required to create operating units before you could run mass allocation. The operating unit has to be assigned to the GL responsibility using MO: Operating Unit profile option. In order to create an operating unit you must create a legal entity.
