What does it mean if I do not even have MO:Operating Unit Profile value at the Site level?

Although you have to set MO: Operating Unit at a responsibility level in order to be able to access the operating unit' AP, AR or CE, you also must to set any one of the operating Units at site level in order to be able to run processes like Mass Allocations, Recurring Journal etc.

What is the context? Why do you say that you do not have MO:Operating Unit at the Site level? Either you have a profile option or you do not have one.
