All the answers are there in the videos. You assign operating units to the "default legal context" on the operating unit screen accessible through Accounting Setups. This option will only show up once you have created at least one legal entity and attached to the ledger. You cannot create operating unit without legal entity. Alternatively you can create operating units through HR as well using organizations screen. I would recommend to use Accounting Setups screen though as shows in videos. Hope that helps.
