I seem to be getting an error while trying to view the STATUS of the Workflow that processes the Sales Order and Lines...

Please see the enclosed doc.

I've already cleared the CACHE, however it didn't help...

I'm still not able to access the workflow diagram.

You were able to view the workflow diagram for the Sales Order you created.. however, I am NOT able to.
Please help :

I did a bit of seaching and found a SOLUTION.
.
It seems to work.
I specified the "Eastern Time Zone" for the SITE-LEVEL profile.
.
I also cleared the CACHE instead of bouncing the Apache Server.
.
This worked. :)

While looking at your video, I didn't see a Time Zone specified in your enviroment. Why is that ?

Solution
1. Set the profile option Server Timezone at Site level (should be set to the value of database timezone)
2. Bounce the Apache Server

Usually this error is fixed by setting the time zone. I did not get this error and did not setup the time zone. Why? Cause I did not need to.
At some level your system could be different than mine may be at patch set level or may be in terms of the configurations.
