They are apples and oranges.
Business Process Improvement refers to the improvement in procedures carried out by staff, irrespective of the software used.
Application Functionality Enhancement refers to the modifications made to the software either through programming or through configurations.

Business Process Improvement Example:

Current Process: AP clerk runs three separate pay runs every day, one for each payment method and hence sends three EFT files to the bank.
Improved Process: Three payment methods are combined into one payment profile. AP Clerk simply runs one pay run and sends one EFT file to the bank.

Application Functionality Enhancement Example:

Current Functionality: On enter journal screen all categories are visible to the data entry clerk even those that are not needed.
Improved Functionality: You disabled unwanted categories using DFF and personalizations. Now only those categories are visible on enter journal screen that you have enabled using categories DFF.
