Hi Hassan,
As per Purchasing accounting chapter No 6, there is no accounting during requisition.
So can you please let me know at what stage Funds are checked with the budget amt and entry is passed in budgets?

Please keep in mind the context to avoid confusions.
There are three types of balances in Oracle Actuals, Budgets, and Encumbrances. We are always talking in context of Actuals unless otherwise stated.
There is not "Actuals" accounting created when you enter Purchase Requisition. If budgeting is setup then encumbrance journal entry would be created when you reserve funds for requisition.
