When you create a ledger, a data access set for that ledger is created automatically. In your case it looks like the data access set did not get created for some reason.
My suggestion is that you create a new ledger and use that. (This might create the data access set for both old and new ledger then you can use the old one as well.)
Alternatively you can try creating the data access set manually. It is very easy to create.
Navigation is:
General Ledger Super User (or any other GL resp) -> Setup -> Financials -> Data Access Sets
.
Data Access Set: Give it any name. This name will appear in the pick list in System Profile screen.
Chart of Accounts: HOE COA
Calendar: HOE Standard
Access Set Type: Balancing Segment Value
Default Ledger: <YOUR LEDGER>
Access Details:
Ledger: <YOUR LEDGER>
All: SELECTED
PRIVILEDE: Read and Write

Hi,

I think you did not complete button in the Accounting Ledger Setup. Once you do that the Data Access Set will get created Automatically. As Hasan said when a Ledger is created "Data Access Set" for that Ledger is created automatically.
Please let us knoe if it resolved the issue. Thanks,
Arun

I have seen few instances where Oracle fails to create Data Access Set automatically for the ledger even when you click on Complete button. In that case one should create a new ledger.
