Why do we set MO:operating Unit(Profile Option) at responsibility level even though we have one at the Site level? While doing our Mass Allocations

Because it is sometimes required by Oracle ... for a good reason.
To make sure that you have explicitly chosen a profile option value for that responsibility rather than relying on a default value specified for the site.
