You have to implement at least one subledger in order to generate recurring journals.

In order to generate journals using GL tools like "Recurring", Oracle expects that you associate your GL responsibility with an operating unit. You do not have to configure AP or AR. Simply create one operating unit using Accounting Setups screen in GL and attach that to your GL responsibility using the profile option MO: Operating Unit.

Yes, Hasan is right, I was meant to say at least one Operating Unit.
It is important to note that there is a bug in Oracle R12 which I am using.
The reason I am saying this is because, even without implementing any Operating Unit, you would be able to generate recurring Journals only by using this path: Journals > Generate > Recurring.
You only get the error message you have mentioned above if you following the second path for generating Recurring Journals, which is:
Other > Requests > Submit a New Request > Single Request.

In General Ledger, Profile > System. Tick the Responsibility check box. Find the name of the responsibility you want to attach the profile option value to.
In the Profile Value field, enter: MO: operating Unit. Make sure that this value is set at responsibility level. You may also want to set this value as a default value a Site level.

Your terminology is not correct. You do not attach your responsibility to a profile option. You assign a "value" to your profile option at a responsibility level. Or you can say "You attach a profile option value to your responsibility". It is important that you understand this correctly.
